Haine, sadly, has no voice actor. However, I'd like to think someone like Yui Horie would do her voice; someone who can do both tough and sweet really well.
Tira: Her voice switches between from sweet and chipper to haggard and wicked because of the duo personalities she has. She can easily trick her voice to sound as innocent and darling as possible and can go rather deep to sound like the cut-throat killer that she really is, quite feminine in both voices despite the tone differences.
As for Kiros, he doesn't have a destinated voice actor per say because he was in Final Fantasy 8[one of the last two FF games that did not have voice acting at the time]. I suspect he would sound slightly educated for an mechanic, speaking rather clearly and well with a slight country-like accent since he is from the Badlands. Despite the bits of wisdom that Kiros does say from time to time, he still maintains a slightly youthful tone to his voice since he is twenty-four in this story(and quite idiotic sometimes)
Harry: In my minds eye Harry will alwasy sound like a younger Ted Danson ala 'Becker', but that's just me~
Sho: Sho's voice is surprisingly normal, considering. It always has a cockly lithe to it, and isn't particularly high or deep. His laugh is very distinct, but not QUITE as smarmy as Joshua's. I'd prove samples but their all SPOILER-RIFIC, but there are a few good clips and such on YouTube if you're really intrested.
Beat: Ahh... Beat. Beat's voice... espessially his various 'huh?' noises DEFINATLY give off the vibe of a doof. It's a little on the deep side for someone his age, but not extremely so... except once in awhile (during his second fusion in TWEWY is a good excample) that it suddenly drops, making me think he's going through a vocie change. SO cannon is TST, as his voice breaks constantly~ <3 Same issuses with clips as Sho.
Crowley's my only character without an actor or voice actor. I've always pictured him having a voice in medium tones, that's a little smooth on the ear. Except when he's having Almost-Apocalypse freakouts. XD
As good as dubs can be, I usually personally prefer the Japanese voices. XD Here's the ones for Vash and Radical Ed:

von Karma sounds like this ingame. ...however, I like to think he just had a bad cold during 1-4 and that he actually sounds like this except without the musical number. Although Jeremy Irons sings quite well.
Being a comic book character, Maxim's voice has never been heard by human ears. *sigh*
I also couldn't find any sort of anything, anywhere that sounded *anything* like what I envision him sounding like. Thus, we'll all have to use our imaginations.
I imagine Maxim to have a very unique voice, sounding quite old but still young, if that makes any sense. He's nearly 300 years old so I imagine his voice is a little raspy but since he's immortal his body isn't aging so it doesn't really have that distinct "old man" sound either, lol. Maybe that been-screaming-all-day kind of sound, but without the squeakiness.
As far as the tone, I think he'd have a lower voice, but not deep.
Here is a short OVA which features a lot of the FMA characters. For the most part I really don't like it since it seem gratuitous catering to fans and their attempts to excuse that pathetic thing they call a movie. But a drunk Winry was amusing, at least. You can watch it all if you wanna hear some of the other FMA characters or if you just wanna skip to her it's at 5:12
Scroll down, and you'll see a bunch of voice clips for the PW series, for every language it's come out in. There you can see random Capcom goons spouting his catchphrases in English, Japanese, French, etc etc. However, those aren't the only VAs he's had! In the Japanesepromotrailers, he's voiced by Eiji Takemoto. Prince of Tennis and KOF fans should be able to recognize the voice.
In short, his voice is somewhat deep, and he usually sounds refined, angry, or vaguely sinister.
